Board Agenda:
 

1. Executive Session: There will be an executive session at 6:45 to discuss the letter you received.

 

2. Power Team Report: Mr. Miller, Mr. Harris and Mr. Eagle will be presenting a report on the findings of the power team to the board.

 

3. Vote Results Discussion: We will spend a little time reviewing the results of the budget vote, where to go now that it is over, and any processes we want to consider adjusting for next year.

 

4. ELA Results: Mrs. Cox will be providing a brief presentation on the 2009 ELA results.

  

5. Student Representative: Diana Gugino will be the student representative at the May 28 meeting. Diana is a Junior this year and a varsity cheerleader.

 
 



Board Letter
 

1. NYSSBA Annual Convention: We have just received notice of early registration for the October Annual Convention in NYC which opens June 1. The board might want to start thinking about whether anyone wishes to participate this year. (registration fee: $360/person) As always, the difficulty is not with the registration, but in getting into the desired “host” hotel, which you cannot process until your registration is completed.

 

2. FE Building Discussion: Next week Board members Frank Robusto, John Triou and I will be meeting with Walworth Supervisor Bob Plan (and members of his board as he chooses) regarding any possible interest the Town of Walworth might have in taking over Freewill Elementary as a town building. We will update you at the June Board meeting.

 

 
3. SED Investigator: An investigator from SED will be here next week to review the MS teacher case. She will be talking to some key staff and students noted in the report sent in by the district.
4. Flags at Half Staff: Staff Sergeant Esau I. De La Pena-Hernandez and Sergeant Carlie M. Lee III, both died after their unit received small arms fire from enemy forces while on patrol. Both men were members of the 2nd Battalion, 87th Infantry Regiment of the 3rd Brigade Combat Team of the 10th Mountain Division based at Fort Drum.

 

5.  Memorial Day Weekend: Best wishes to all for a safe and relaxing holiday weekend. FYI, there will be a sunset (7:30 p.m.) Memorial Day Observance at Memorial Point at Bear Creek Harbor on Monday evening. The traditional Memorial Day Parade with our HS student band will be held on Saturday, May 30 starting at Ontario Elementary and traveling to the American Legion Hall beginning at 11:00 a.m.

ONTARIO TOWN BOARD MEETING
 

A regular meeting of the Ontario Town Board was called to order by Supervisor Kelsch at 7:00 PM at the recreation building at Casey Park. Present were Supervisor Robert Kelsch, Council members: Jason Ruffell, Lori Eaton-Smith, James Switzer and Stephen Tobin, Superintendent of Highways Jerry Santangelo, Building Inspector/Code Enforcement Officer Edward Collins, Water Utilities Distribution Crew Chief Rodney Peets, Director of Recreation & Parks William Riddell, Library Director Sandra Hylen (entered at 7:12 p.m.), Attorney for the Town Alan Knauf and Town Clerk Debra DeMinck.
 
Absent: Accounting Supervisor Lois Buckalew, Sole Assessor Christine Luteyn and Dog Control Officer Mark Plyter
 
12 residents and visitors were present at portions of the meeting.
 
Mr. Tobin led the Pledge of Allegiance.
 
Mr. Kelsch and Mrs. Smith, on behalf of the Town Board and the residents of the Town of Ontario, recognized US Marine Giovanni Bianchi for his service to our country. Giovanni just returned from an eight (8) month tour in Iraq and will now be stationed at Camp Lejeune, North Carolina. They wished him all the best.
 
Approval of the Agenda – A motion was made by Mr. Switzer, seconded by Mr. Tobin, to approve the agenda as presented. 5 Ayes 0 Nays MOTION CARRIED

Approval of Minutes - Mr. Kelsch asked for approval of the minutes of the April 27, 2009 Town Board meeting. A motion was made by Mr. Switzer, seconded by Mr. Tobin, to approve the minutes as presented. 5 Ayes 0 Nays MOTION CARRIED
 



Correspondence – None
 
Attorney for the Town Report – Mr. Knauf reported on the three pending tax certiorari cases. The deadline to exchange appraisals in the Gullace (Orchard Grove Mobile Home Park) case has been extended to June 1, 2009. He is waiting for the appraisal in the DKR (Ames Plaza) tax certiorari case and the Ginna case is off the court’s calendar.
He hopes to have the draft EIS for the Commerce Center resolution ready for the next meeting.

Ontario Public Library - A motion was made by Mrs. Smith, seconded by Mr. Switzer, to accept the April 2009 Library report as presented. 5 Ayes 0 Nays MOTION CARRIED
 
Ontario Town Court – A motion was made by Mr. Tobin, seconded by Mr. Switzer, to receive the April 2009 report as presented. 5 Ayes 0 Nays MOTION CARRIED
 
Dog Control Officer – A motion was made by Mrs. Smith, seconded by Mr. Tobin, to accept the April 2009 report as presented. 5 Ayes 0 Nays MOTION CARRIED
 
Economic Development Department - A motion was made by Mr. Kelsch, seconded by Mr. Switzer,
to accept the April 2009 report as presented. 5 Ayes 0 Nays MOTION CARRIED
 
Mr. Kelsch introduced Scott Erdeli, the Town of Ontario’s new Accountant.
 
New Business – Mr. Kelsch gave a brief explanation of the work needed to be done at the landfill and presented an estimate of material and labor costs for the landfill closure project.
 
A motion was made by Mrs. Smith, seconded by Mr. Tobin, to authorize the Supervisor to enter into an agreement with Brookwoods Country Club to allow the Ontario Parks and Recreation Department to operate the swimming pool and surrounding facilities for the benefit of Ontario residents for the 2009 summer season, as recommended by the Director of Parks and Recreation. 5 Ayes 0 Nays MOTION CARRIED
 
A motion was made by Mr. Switzer, seconded by Mr. Tobin, to declare surplus an HP270 color copier as recommended by the Sole Assessor. 5 Ayes 0 Nays MOTION CARRIED
 
A motion was made by Mr. Switzer, seconded by Mr. Ruffell, to accept the lowest responsible quote for the inspection of the Ridge Road Booster Tank from Utility Service Company, 2 Riverside Ct., Stillwater, NY 12170 for a cost not to exceed $1,950.00 as recommended by the Water Utilities Distribution Crew Chief in memo #09-2009. 5 Ayes 0 Nays MOTION CARRIED

Appointments/Resignations –A motion was made by Mrs. Smith, seconded by Mr. Switzer, to appoint Cynthia Eisen to the Library Board of Trustees for an unexpired term beginning April 21, 2009 through December 31, 2012. 5 Ayes 0 Nays MOTION CARRIED
 
A motion was made by Mr. Switzer, seconded by Mr. Ruffell, to authorize the Director of Parks and Recreation to adopt the schedule of compensation for part-time, seasonal and casual employees, as presented in memo PR11-2009.
5 Ayes 0 Nays MOTION CARRIED
 
Reports by Town Board Members – Mr. Kelsch distributed the updated policy books to Department Heads on Monday, May 11. The town board workshop on May 18th is cancelled and the town board meeting on May 26th will be held at Casey Park.
 
Memorial Day services sponsored by the Town of Ontario will be held Monday, May 25th at Memorial Point at Thompson Park at 7 p.m.
The Memorial Day parade sponsored by Meyers-Ingram Post 428 American Legion will be Saturday, May 30th at 1:30 p.m.
 
Approval of Claims - A motion was made by Mr. Switzer, seconded by Mr. Tobin, to approve the abstract of claims for May 11, 2009, including vouchers #1097 through #1217 with a grand total of $88,029.52 and to authorize the Supervisor to issue payments for same. 5 Ayes 0 Nays MOTION CARRIED
 
Comments from the Public – Mr. Edward Kerkhoven stated that he was impressed with the tour of the wastewater and compost facilities last Monday, May 4th and thanked the board along with Mr. Kelsch and Mr. Knauf for their hard work on the landfill closure project.
 
Mrs. Joan Stark announced that EMS week starts May 16th and OVES will host an Open House at the Ambulance Hall on Saturday, May 16th from 10 AM – 3 PM. The open house will include a child safety car seat inspection program by the Wayne County Sheriff’s Department.
 
Mr. Charles Neumann requested the agenda attachments be available to the public at the meeting or on the web site. He added it is difficult to comment without all of the information.
 
Adjourn - A motion was made by Mr. Switzer, seconded by Mr. Tobin, to adjourn at 8:40 p.m.
