2. Construction Update - Mr. Atseff and Mr. Jordan will present a construction update. The emblem is being installed in the main entrance floor under the clock tower. It is going to be a very distinguished focal point of the entrance.

3.   Graduation – There is a mandatory student rehearsal on June 23 at 9:00 a.m. in the HS PAC if anyone is interested. Mrs. Armitage will review the plans for graduation. If you have not given your gown size to us, please call immediately.
 
4.   Wayne Central Foundation/Naming Rights – Frank, Jeff and I will bring the board up to date on our work on this project. This committee was established by the board to further explore the possibilities of using naming rights to fund certain projects. I have attached the minutes of our most recent meeting.
 
5.   Board Action Items – The standard personnel action, CSE/CPSE action and Treasurer’s report are submitted for your approval. I also recommend approval of the health contracts with Rochester, Pittsford, Penfield and East Irondequoit Central School Districts, the awarding of bids, and accepting the gift to the district from Freewill Parent Group.
 
6.   Policy - Submitted for first reading are the graduation requirements and the graduation requirement regulations. Also for first reading is a regulation on Transportation by school bus of persons other than students.
 
 
Board Newsletter:
 
1.   Susan Brown Letter – I have attached my response to Susan Brown’s most recent set of questions.
 
2.   RIT Meeting - I met with the RIT Dean this morning to discuss bringing one of their RIT computer application classes to Wayne. This would meet the students’ graduation requirement of completing a computer course as well as our desire to have each student earn college credit prior to graduation. This is part of our “going to college plan” for increasing the college bound rate to 90%. I will let you know additional details as the discussions progress. We have also finalized plans for all our sophomores to take PSAT exams. This will occur next fall. There will be a $2000 cost to the district but it will assure all students have completed the test and are ready for their SAT’s. An 86% college bound rate was good for this year, but we are determined to meet the board goal of 90% for next year.
 
3.   Pat Yates Update – Pat is still awaiting surgery, and is trying to keep her spirits up. She has a tough road ahead, but has a great support group of friends and family to help her through this. I am bringing her lunch on Monday. Surgery is scheduled for the next day. I will let you know as soon as I hear anything more.

ONTARIO TOWN BOARD MEETING
 

A regular meeting of the Ontario Town Board was called to order by Supervisor Joseph Molino at 7:00 PM in the Ontario Town Hall. Present were Supervisor Joseph Molino, Councilmen: Mark Brewer, Donald Shears, Ronald Fillmore and Town Clerk Cathy Herzog.
 
Absent: Councilman Donald Camp
 
Twenty-one residents and visitors were present at portions of the meeting.
 
Mr. Brewer led the Pledge of Allegiance.

Public Information – PHASE II STORMWATER MS-4 ANNUAL REPORT
 
Mike Simon from the town’s engineering firm, MRB Group, P.C., presented the town’s SPDES General Permit for Stormwater Discharge from Small Municipal Separate Storm Sewers (MS4s) annual report for the year ending 3/9/05. He stated the Town of Ontario was designated as an MS4 community by the DEC in 2003. He explained why the town was designated a MS4 community. He reviewed the town’s progress and his evaluation of compliance in the six minimum measures of the program. Mr. Simon stated this is a five-year program that will end in 2008. He highlighted the areas that are in compliance and the areas that are still to be completed. He stated, in most areas, the town has made steady progress. Mr. Simon talked about a partnership with seven other towns in Wayne and Ontario County. He noted Ontario and Wayne County did not complete an application for funding this year. A meeting was held and Rob Williams from the Wayne County Soil and Water Conservation District attended and offered to work to get a coalition together for the seven towns for the future. He reviewed implementation of management practices and the project activities planned for the upcoming year. Mr. Simon talked about local municipal legislation, enforcement and progress that the town has made and the requirements to complete the six minimum requirements of the program before the deadline in 2008. He suggested the town board conduct a public information meeting for the public.
 
Mr. Brewer asked what the procedure was for compliance with MS4 when a building permit is issued. Mr. Simon explained. There was a discussion on responsibility of the DEC and the town, responsibility, enforcement and the reporting requirements of a MS4 community.
 
Mr. Brewer asked that MRB Group be more proactive to: establish a coalition for Wayne and Ontario County to seek assistance with funding, establish guidelines for the direction the town needs to go in, to set priorities and give the town direction and a timeframe so that the town can complete the requirements.
 
Mr. Simon stated Superintendent of Water Utilities, Robert Wykle, is the primary contact person for the Town of Ontario for the project. Together, he stated, we are ready to be more proactive and he stated he is sure that Ontario can complete the requirements on time.
 
Mr. Brewer suggested the town’s web site could be set up with a link to inform and educate the public about the program and about the resident’s participation and involvement.
 
There was a discussion on this being an unfunded mandate, the lack of a coalition and assistance with funding, sharing the work with other towns and using Monroe County as a model for Ontario’s program. Mr. Simon was not sure if or when there would be a chance for grant funding.
 
A motion was made by Mr. Shears, seconded by Mr. Brewer, to authorize the Supervisor to execute the SPDES General Permit for Stormwater Discharges from MS4s, Permit No. GP-02-02 annual report for the year ending March 9, 2005 as prepared and presented and to further authorize MRB Group to take responsibility for filing said report with the appropriate NYS agencies. 4 Ayes 0 Nays 1 Absent (Camp) MOTION CARRIED

Correspondence – The Town Clerk received the following correspondence:
 
Meyers-Ingraham Post #428 (American Legion) will hold the annual Memorial Day parade and ceremonies on Monday, May 30, 2005. The parade will begin at the Ontario Elementary School parking lot at 2:00 PM and end at the Legion Post on Knickerbocker Road. Under heavy rain conditions the parade would be canceled and the service will be held at the Legion Post at 2:30 PM.
 
Town of Ontario’s Memorial Day Ceremony will be held at Memorial Point at Bear Creek Harbor on Monday, May 30th at 7:30 PM
 
Ontario Village Day’s Parade will be held Saturday, June 18th at 11:00 AM. The parade will begin at the Wayne Central High School parking lot and end on Ferguson Street.
 
Wayne County Public Health has announced their spring rabies clinic will be held on Saturday, June 11, 2005 between the hours 1:00 PM and 3:00 PM at the Town of Lyons Highway Department. A $5.00 donation is requested to help defray the cost of the clinic.
 
Wayne Central School District Clerk, Jim Switzer, sent a thank you letter to the Town of Ontario for the use of the town’s voting machines and a letter with the results of the annual school elections.
 
A motion was made by Mr. Brewer, seconded by Mr. Shears, to accept and file the correspondence. 4 Ayes 0 Nays 1 Absent (Camp) MOTION CARRIED

New Business - A motion was made by Mr. Shears, seconded by Mr. Brewer, to accept the Supervisor’s fiscal report for the month of April 2005 as presented. 4 Ayes 0 Nays 1 Absent (Camp) MOTION CARRIED
 
Mr. Brewer asked about the town’s investment strategy. He stated he could see from the report that the town does not have any certificate of deposits only money market and savings accounts. He suggested rates are going up and maybe it is time to consider other ways to invest for a higher return.
 
Mr. Molino stated he would look into that.
 
A motion was made by Mr. Shears, seconded by Mr. Brewer, to accept the Offer of Dedication for water and drainage and to accept the storm sewer and drainage easement from Daniel Lettro for the Sperring Subdivision and authorize the Supervisor to execute the offer of dedication as amended. 4 Ayes 0 Nays 1 Absent (Camp) MOTION CARRIED
 
Reports by Town Board Members – Mr. Molino announced that under the “Catch a Kid” program he is pleased to announce that Spenser Schmidt and John Cannon, seniors at Wayne Central High School, have been “caught” helping a family during a barn fire on Route 350. He stated thanks to their quick response and helpfulness the family was notified of the fire and assisted with removing valuable vehicles. Mr. Molino will present the students with certificates of appreciation for their good deeds.
 
Approval of Claims – A motion was made by Mr. Brewer, seconded by Mr. Shears, to approve the abstract of claims for the month of May 2005, including vouchers # 1040 through # 1140 with a grand total of $103,719.13 and to authorize the Supervisor to issue payments for same. 4 Ayes 0 Nays 1 Absent (Camp) MOTION CARRIED
 
Comments from the Pubic – Mr. Jason Ruffell, 1953 Kenyon Road, stated he was pleased to see that Mr. Molino voted no for the Wayne County proposal to increase the mortgage tax. The Wayne County Board of Supervisors approved an increase, but Mr. Ruffell stated he felt Mr. Molino made the right decision and voted against the proposal.
 
Mr. Brewer stated he would like to thank the town employees for the card and gift for his wedding. He stated he was surprised and that he appreciated the thought.
 
Allison Beck, 411 Bills Road, asked about the Community Center that the Town of Ontario is going to build.
 
Mr. Brewer reviewed the funding, grants and the commitment from NYS secured by Senator Mike Nozzolio for the project.
 
Adjourn – A motion was made by Mr. Brewer, seconded by Mr. Shears, to adjourn for a workshop at 7:48 PM. The following workshop will be a review of the Comprehensive Plan proposal on Natural Resources and Environmental Protection and Agriculture and Farmland.
