Greetings from Wayne Central. Below are a few items of interest.

1. Staff Development Day: Friday was a staff day which began with all staff meeting in the PAC for a district budget presentation. The rest of the day was spent in break out groups. The agenda is attached. I also reviewed the last week of school with the staff. The high school will follow the regular regents schedule of exams beginning on June 16th. Middle School and Elementary students will end with ½ days on Monday June 20 and Tuesday June 21st. Staff will use the remainder of the week to do their normal exam grading and report cards. This year most staff will also have to pack up their room as we replace their floors, ceilings and blackboards.
 
2. Randy Pellis Letter: Attached is a letter written by Randy Pellis to the Wayne County Mail. As you recall, he attended our last board meeting to “demonstrate” his concerns. I have spoken with a middle school parent who is sending a letter about what a wonderful place the Middle School is. People have asked about a district reply. As much as I would like to (and have mentally composed a few letters), I have learned that old news is forgotten in a day or two unless you revive in another letter the following week. So we won’t be responding. You will recall that President Triou will be sending a letter to Mr. Pellis.
   
3.   Budget Newsletter: You all should have received your budget newsletter earlier this week. I have received very little feedback this year. Actually, I have yet to receive even our standard same two letters of displeasure that we get every year. I guess that is a good sign, but you can never be sure. I was particularly pleased with how the newsletter looks and give thanks to Mrs. Smith who spent many hours with it.
 
4.   Middle School Band & Chorus Trip: On May 20 & 21 the MS band and chorus will travel to NJ for a competition in their various areas. They will then spend a day at an amusement park. Travel will be provided by an approved bus company and Fred will be reviewing the driver information. The bus leaves at 2:00 a.m. on Friday morning and will return Saturday night at appx. 1:30 a.m.
 
 
 
 
 
5.   Atlantic Energy Meeting: We met with Atlantic Energy this week to review their energy savings proposal. They have agreed to present their findings to the Board at our June meeting.
 
6.   NAC Shows: May 13, 14, 20, 21 NAC will be performing at Wayne Middle School. The first feature on the triple billing is “Who Shot Henry?,” an audience participation murder mystery. The evening will be capped off with a situation comedy “Just Desserts!” Tickets are available for $6.00 through New York Sports or Books! Books! In Ontario, by e-mail at NACShows@aol.com , from cast members, or can be purchased at the door for $8.00. Admission includes three shows, gourmet refreshments and supports NAC’s scholarship program through Dollars for Scholars. Shows begin at 7:30 PM at the Wayne Middle School.

ONTARIO TOWN BOARD MEETING
 

A regular meeting of the Ontario Town Board was called to order by Supervisor Molino at 7:30 PM in the Ontario Town Hall. Present were Supervisor Joseph Molino, Councilmen: Ronald Fillmore, Donald Camp, and Donald Shears, Superintendent of Water Utilities Robert Wykle, Superintendent of Highways William Slocum, Accounting Supervisor Lois Buckalew, Interim Assistant Library Director Nancy Obaid, Town Attorney Patricia Crippen and Town Clerk Cathy Herzog.
 
Absent: Councilman Mark Brewer, Building Inspector/Code Enforcement Officer Edward Collins, Director of Recreation & Parks William Riddell and Dog Control Officer Mark Plyter
 
Ten residents and visitors were present at portions of the meeting.
 
Mr. Shears led the Pledge of Allegiance.
 
Comments From the Public – Mr. John Lombino, 413 Ontario Drive, asked the Town Board to consider amending Zoning and adopt an ordinance regulating fences in the Town of Ontario. He presented a petition signed by thirty-one (31) residents in his neighborhood that said “Ontario on the Lake Fencing Petition – we the people of Ontario on the Lake are opposed to anyone constructing a fence or barrier of any kind which would obstruct the view of the lake and thereby potentially decreasing the value of our properties”. Mr. Lombino also presented pictures of a ten-foot fence that his neighbor erected and he stated this fence has destroyed his families view of the lake and has depreciated the value of his home by thousands of dollars. He added this could happen to anyone in Ontario because the town does not have an ordinance regulating fences. He presented a copy of the Town of Webster’s zoning on fences and he asked that the Town Board consider something similar.
 
Mr. Camp asked the Town Clerk to put copies of the petition, the copy of a fence law from the Town of Webster and Mr. Lombino’s pictures in the Zoning Board members mailboxes and he asked that they come to the Town Board with a proposal. He noted the Town would be considering amending Zoning after adoption of the Comprehensive Plan so this is a good time to address the issue.
 
Approval of Minutes - Mr. Molino asked for approval of the minutes of the April 25, 2005 Town Board meeting. A motion was made by Mr. Camp, seconded by Mr. Shears, to approve the minutes as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Correspondence – The Town Clerk received notification from the State Comptroller on the 2005 Teleconferences on Monday, May 23, 2005 the educational program will be “Local Government Cooperation: Get on Board – We’ll Show You How”. Registration forms are available in the Town Clerk’s office.
 
A motion was made by Mr. Camp, seconded by Mr. Shears, to accept and file the correspondence.

Mr. Slocum gave a verbal report on the Spring Cleanup held May 6th and 7th. He stated it is an overwhelming operation and he praised his staff for their hard work.
 
Building Inspector/Code Enforcement Officer – A motion was made by Mr. Camp, seconded by Mr. Shears, to accept the April 2005 report as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Sole Assessor – A motion was made by Mr. Shears, seconded by Mr. Camp, to accept the April 2005 report as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Ontario Public Library - A motion was made by Mr. Shears, seconded by Mr. Camp, to accept the 2005 Library report as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Mrs. Obaid stated she would like to thank everyone who worked on the Library addition. She added they are just thrilled with the new space and she announced an open house would be held in the near future. She stated so many people have volunteered their time and effort and it has been very appreciated.
 
Mr. Shears added a special thanks to the Highway Department and Charlie DeMinck for the work they have done on the addition. He stated many town employees contributed, this kind of effort between departments is very special and very much appreciated.
 
Ontario Town Court – A motion was made by Mr. Fillmore, seconded by Mr. Camp, to receive the April 2005 report as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Dog Control Officer – A motion was made by Mr. Camp, seconded by Mr. Shears, to accept the April 2005 report as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Watershed Management Advisory Council – A motion was made by Mr. Fillmore, seconded by Mr. Camp, to accept the April 2005 report as presented. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Old Business - None
 
New Business –A motion was made by Mr. Shears, seconded by Mr. Camp, to adopt a RESOLUTION to amend the Town Board meeting schedule, that all Town Board meetings and all Town Board workshops will begin at 7:00 PM, in the Ontario Town Hall, 1850 Ridge Road, Ontario, unless advertised otherwise and the public is welcome to attend. 4 Ayes 0 Nays 1 Absent (Brewer) RESOLUTION ADOPTED
 
A motion was made by Mr. Shears, seconded by Mr. Camp, to authorize the Superintendent of Highways to hire a seasonal employee to fill a vacant position within the Highway Department; the starting wage for this position is set at $10.50. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
A motion was made by Mr. Camp, seconded by Mr. Shears, to declare three computers, monitors and keyboards from the Accounting Department as surplus and authorize the Accounting Supervisor to donate the computers to the Library. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
A motion was made by Mr. Camp, seconded by Mr. Shears, to cancel the workshop meeting on Monday, May 31, 2005 in observance of Memorial Day. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Appointments/Resignations –A motion was made by Mr. Camp, seconded by Mr. Shears, to permanently appoint Katherine Kelsch to the full-time position of clerk/typist to the Building Department, wage grade 8, at $10.43 per hour, per the Clerical Union Contract and to waive the six (6) month probationary period, she has successfully passed the civil service, clerk/typist test, effective immediately. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
A motion was made by Mr. Camp, seconded by Mr. Shears, to permanently appoint Serena Michels to the part-time position of Confidential Clerk to the Supervisor, wage grade 8, at $9.50 per hour and to waive the six (6) month probationary period, effective immediately. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Reports by Town Board Members – Mr. Molino announced that Senator Nozzolio was in Ontario on Friday to announce that he has secured a $250,000.00 State grant for a new Community Center to be located in Casey Park. The grant brings the total of state assistance for the project to $500,000.00. The Senator and Mr. Molino both proclaimed this event as a great day for all of the children and families in the Town of Ontario. The multi-use, multi-generational community center will benefit the children and families in Ontario and the State’s substantial grant funding will allow this project to move forward.
 
Mr. Shears stated Mr. Riddell and Mr. Brewer, the Recreation Advisory Board and Friends of the Park deserve a lot of credit for seeing this project through.
 
Mr. Shears announced the schedule for the review of the Comprehensive Plan has been slightly revised with sessions scheduled for after Town Board meetings and during workshops beginning May 16th and going through June 27th. All interested persons are urged to attend.
 
Approval of Claims - A motion was made by Mr. Camp, seconded by Mr. Shears, to approve the abstract of claims for the month of May 2005, including vouchers # 922 through # 1039 with a grand total of $76,304.94 and to authorize the Supervisor to issue payments for same. 4 Ayes 0 Nays 1 Absent (Brewer) MOTION CARRIED
 
Comments from the Public – Mr. Craig Litt, 1042 Ridge Road, asked that the Comprehensive Plan committee members be notified of the review schedule.
 
Adjourn - A motion was made by Mr. Camp, seconded by Mr. Shears, to adjourn at 8:00 PM.
