appoints individuals as Substitute Teachers for the 200405 school year; and
That the Board of Education of the Red Creek Central School District hereby
appoints Cynthia C. Keeling as Administrative Intern for the 200405 school year. It
is understood that Mrs. Keeling’s salary for the 200405 school year shall remain
unchanged; and

Upon the recommendation by the Superintendent, a motion was made by Mrs.

That the Board of Education of the Red Creek Central School District hereby
appoints Bettie M. Loughrey to the temporary position of LPN/ Teacher Aide (One
toOne with Disabled Pupil) assigned to the M.W. Cuyler Elementary School
effective September 7, 2004. Said position shall be fulltime, eight hours per day,
approximately 190 days per year. Appointment will be made annually by the Board
of Education and is on a temporary basis for the duration of the particular pupil’s
stay in the district or as specified in the particular pupil’s IEP; and
That the Board of Education of the Red Creek Central School District hereby
appoints Donna L. Craine as a Substitute Food Service Helper. Said appointment is
effective August 26, 2004 and is considered emergency conditional pending
clearance from the New York State Education Department; and
That the Board of Education of the Red Creek Central School District hereby
appoints Maret A. Rose as a Substitute Food Service Helper. Said appointment is
effective August 26, 2004 and is considered emergency conditional pending
clearance from the New York State Education Department; and
That the Board of Education of the Red Creek Central School District hereby
appoints Kathleen M. Witham as a Substitute Food Service Helper, Substitute
Teacher Aide, Substitute School Monitor, and Substitute Clerk/Typist. Said
appointments are effective August 26, 2004 and are considered emergency
conditional pending clearance from the New York State Education Department; and
That the Board of Education of the Red Creek Central School District hereby
appoints Elizabeth B. Havard as a Substitute Food Service Helper, Substitute
Teacher Aide, Substitute School Monitor, and Substitute Clerk/Typist. Said
appointments are effective August 26, 2004 and are considered emergency
conditional pending clearance from the New York State Education Department; and

appoints Marcy L. Oliver to the position of Teacher Assistant (Special Education)
assigned to the M.W. Cuyler Elementary School effective September 7, 2004; and
That said appointment shall be on a Probationary basis for a period 26 weeks at
which time the position will be made Permanent upon satisfactory completion of the
Probationary period; and
That the Board of Education of the Red Creek Central School District hereby
appoints Ricki L. Mullen to the position of Teacher Assistant (Special Education)
assigned to the M.W. Cuyler elementary School effective September 7, 2004; and
That said appointment shall be on a Probationary basis for a period of 26 weeks at
which time the position will be made Permanent upon satisfactory completion of the
Probationary period; and
That the Board of Education of the Red Creek Central School District hereby
appoints Jessica G. Hadcock to the temporary position of Teacher Aide (OnetoOne
with Disabled Pupil) effective September 7, 2004. Said position shall be fulltime,
six hours per day, approximately 188 days per year. Appointment will be made

That the Board of Education of the Red Creek Central School District hereby
appoints Heidi A. VanAlstine to the temporary position of Teacher Aide (Oneto

time, approximately six hours per day, approximately 188 days per year.

That the Board of Education hereby approves the appointment of Zachary R.
Stadtmueller as a Lifeguard (parttime) at the Red Creek Community Center
effective August 26, 2004; and
That the Board of Education of the Red Creek Central School District hereby
appoints Kathleen A. Brooks to the temporary position of Teacher Aide (Oneto
One with Disabled Pupil) assigned to the M.W. Cuyler Elementary School effective
September 7, 2004. Said position shall be fulltime, five and onehalf hours per day,
approximately 188 days per year. Appointment will be made annually by the Board
of Education and is on a temporary basis for the duration of the particular pupil’s
stay in the district or as specified in the particular pupil’s IEP; and
That the Board of Education of the Red Creek Central School District hereby
appoints Nancy L. McIntyre to the temporary position of Teacher Aide (OnetoOne

Said appointment shall be six and onehalf hours per day, ten months per year,
approximately 190 days per year; and
That appointment will be made Provisional pending competitive Civil Service
Examination. Said appointment is made in accordance with and subject to New
York State Education Law, the Regulations of the New York State Commissioner of
Education, Civil Service Laws and Regulations, and the ByLaws of the Board of
Education of the Red Creek Central School District. Said appointment is considered
emergency conditional pending clearance from the New York State Education
Department; and
That the Board of Education hereby appoints Gretchen M. Welch to the position of
School Bus Driver effective September 7, 2004. Said appointment is for
approximately five and onethird hours per day, ten months per year, 185 days
annually. Said appointed hours and route are subject to change upon annual review
of the district’s transportation requirements. Appointment is on a probationary basis
for 26 weeks at which time the position will be made Permanent upon satisfactory
completion of the Probationary period, namely all Regulations of Article 19A of the
New York State Department of Motor Vehicles; and
That the Board of Education of the Red Creek Central School District hereby
appoints Julia H. Iozzio to the temporary position of Teacher Aide (OnetoOne with
Disabled Pupil) effective September 7, 2004. Said position shall be fulltime,
approximately six hours per day, approximately 188 days per year. Appointment
will be made annually by the Board of Education and is on a temporary basis for the
duration of the particular pupil’s stay in the district or as specified in the particular
pupil’s IEP; and
That the Board of Education of the Red Creek Central School District hereby
appoints Robin T. Waterbury to the temporary position of Educational Interpreter
(OnetoOne with Disabled Pupil) effective September 7, 2004. Said position shall
be fulltime, seven hours per day, approximately 188 days per year. Appointment
will be made annually by the Board of Education and is on a temporary basis for the
duration of the particular pupil’s stay in the district or as specified in the particular
pupil’s IEP; and
That the Board of Education of the Red Creek Central School District hereby
appoints Jacquelyn D. Countryman to the temporary position of Teacher Aide (One
toOne with Disabled Pupil) effective September 7, 2004. Said position shall be full
time, six and onehalf hours per day, approximately 188 days per year. Appointment
will be made annually by the Board of Education and is on a temporary basis for the
duration of the particular pupil’s stay in the district or as specified in the particular

:
Upon recommendation by the Superintendent, a motion was made by Mr. Paice,
seconded by Mrs. Dates;
That the Board of Education of the Red Creek Central School District hereby
approves the enrollment of nine nonresident students for the 200405 school year.

5.

Upon recommendation by the Superintendent, a motion was made by Mr. Paice,

approves the proposed Community Center Budget for the 200405 school year in the
amount of $135,700.

7. Appointment of Committee on Preschool Special Education and Committee on
Special Education, 200405:
Upon recommendation by the Superintendent, a motion was made by Mrs. Hicks,
seconded by Miss Martin;
That the Board of Education of the Red Creek Central School District hereby
appoints members to serve on the Committee on Preschool Special Education and
the Committee on Special Education for the 200405 school year.
Carried unanimously.
8.
Proposed Policy No. 5000, School Bus Idling
:
This proposed policy was submitted for a first reading.
9.
WayneFinger Lakes BOCES Cooperative Bidding Group 200405
:
Upon recommendation by the Superintendent, a motion was made by Mr. Paice,
seconded by Miss Martin;
That the Board of Education of the Red Creek Central School District hereby
appoints the WayneFinger
Lakes Board of Cooperative Educational Services to
represent it in all matters related to jointly bidding various commodities and/or
services for the 200405 school year; and
That the Red Creek Central School District Board of Education authorizes
the WayneFinger Lakes Board of Cooperative Educational Services to
represent it in all matters leading up to the entering into a contract for the
purchase of the various commodities and/or services; and
That the Red Creek Central School District Board of Education agrees to
assume its equitable share of the costs of the cooperative bidding; and
That the Superintendent of Schools, or his designee, on behalf of the Board of
Education of the Red Creek Central School District of New York State hereby is
authorized to participate in cooperative bidding conducted by the WayneFinger
Lakes Board of Cooperative Educational Services for various commodities and/or
services and if requested to furnish the WayneFinger Lakes Board of Cooperative
Educational Services an estimated minimum number of units that will be purchased

by the WayneFinger Lakes Board of Cooperative Educational Services. The
WayneFinger Lakes Board of Cooperative Educational Services is hereby
authorized to award cooperative bids to the bidder deemed to be the lowest

with Article 5A of the General Municipal Law of the State of New York relating to
public bids and contracts.

NonPublic School Transportation Late Request
:
Upon recommendation by the Superintendent, a motion was made by Mrs. Dates,
seconded by Mr. Curtis;
That the Board of Education of the Red Creek Central School District hereby
grants the nonpublic school late transportation request for Donna AnnaMaira
McIntyre to the Southwest Christian School, Oswego, New York; and
That the Red Creek JuniorSenior High School parking lot be and hereby is
designated as the “centralized pickup point” for pupils whose residence in the
district is too far from private/nonpublic schools to qualify for transportation
between home and school.

Approval: WayneFinger Lakes BOCES AS7 Contract 200304
:
Upon recommendation by the Superintendent, a motion was made by Mr. Paice,
seconded by Mrs. Hicks;
That the Board of Education of the Red Creek Central School District hereby
approves the200304 Contract for Cooperative Educational Services with the
WayneFinger Lakes BOCES in the amount of $2,328,660.17; and
That the President of the Board of Education be and hereby is authorized to
execute and sign, on behalf of the Red Creek Central School District, the 200304
AS7 Contractual Agreement with the WayneFinger Lakes Board of Cooperative
Educational Services.

Brothers, Inc., 4521 County Route 4, Oswego, New York 13126 and Palmer
Distributing, Inc., 100 Hoffman Street, Newark New York 14513, as per the
WayneFinger Lakes BOCES bid award for the period August 1, 2004 through
July 21, 2005; and
That the Board of Education of the Red Creek Central School District hereby
awards the bid for Ice Cream and Ice Cream Products to Perry’s Ice Cream, One
Ice Cream Plaza, Akron, New York 14001 for the 200405 school year as per
prices quoted; and
That the Board of Education of the Red Creek Central School District hereby
awards the bid for Snack and Specialty Items to McKee Foods Corp., PO Box
750, Collegedale, Tennessee 373150750; Zappia Vending Service, 201 Ford
Street, Newark, New York 14514; and Snyders of Hanover Pretzels, Inc.,

Team of One, Cross Country
:
Upon recommendation by the Superintendent, a motion was made by Mr. Paice,
seconded by Mrs. Hicks;
That the Board of Education of the Red Creek Central School District hereby
approves the formation of a Red Creek Central School District Cross Country
Team of One for the 200405 school year; and
That the Red Creek Central School District’s Team of One will participate with
North Rose – Wolcott Central School District Cross Country Team in all
practices and meets; and
That North Rose – Wolcott Central School District’s appointed coach will also
serve as coach of the Red Creek Central School District Cross Country Team of
One.

EXECUTIVE SESSION:
A motion was made by Mr. Paice, seconded by Mrs. Dates, to enter into Executive Session
at 9:35 p.m. to discuss personnel issues.
Carried unanimously.
Without objection from any Board member, President Stevens moved the Board out of
Executive Session at 10:37 p.m.
Student Appeal:
A motion was made by Mr. Paice, seconded by Mrs. Dates;
That the Board of Education of the Red Creek Central School District hereby approves the
student in question to attend school in the District for the 200405 school year contingent
upon said student obeying all school rules and policies and also contingent upon the District
receiving the necessary support services from Cayuga Counseling Services.
Carried unanimously.
H. ADJOURNMENT:
A motion was made by Mr. Paice, seconded by Mr. Curtis, to adjourn the meeting at
10:39 p.m.
Carried unanimously.
