    1. CALL TO ORDER
    Edward Magin called the meeting to order at 7:01pm starting with the
    Pledge of Allegiance.
     
    1a. APPROVAL OF AGENDA
    Jeffrey Lisanto moved and Mark Humbert seconded the following
    motion. The vote was unanimous. D. Bell, M. DeBadts, W. Gowan, M.
    Humbert, J. Lisanto, E. Magin, D. Smith voted yes.
     
     
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves the agenda of August 12, 2003 with corrections.
     
    2. PUBLIC ACCESS
    Aaron Petrosino, President of the Boosters Club, gave the Board an
    overview of the activities of the Club over the past year and shared the
    Club’s plans for the coming school year. He also presented the Board
    with a financial statement, which is required by Board of Education
    policy.
     
    3. PRESENTATIONS
    Kathy Hoyt, Athletic Director, provided an update of the activities
    directed by her department. She gave kudos to all athletic teams and
    lauded them for their sportsmanship, enthusiasm and academic
    achievements. She spoke of the Sportsmanship Conference held at
    Victor Central School. Up to 10 freshman and sophomore athletes
    participated in sharing ideas on implementing and improving
    sportsmanship initiatives in the district.
     
     
    She spoke of the introduction of an Athletic Hall of Fame which would
    recognize and celebrate the accomplishments of outstanding athletes,
    coaches, administrator and team supporters.
     
     
    Lastly she spoke of the Online College Scouring High School service,
    which is a nationwide online database of high school academic, athletic
    and fire art talent. It is free to all high schools and their students and is
    accessible to all colleges and college recruiters. Student information
    includes his/her personal provide in the database that has been
    validated by their coaches, counselors and the Athletic Director. This
    information enhances their visibility and consideration by college
    recruiters from thousands of colleges.
     
    4a. BOE COMMITTEE
    Dan Starr led a discussion of assignments to various Board of
    ASSIGNMENTS
    Education committees for the 2003­04 school year. The list was
    finalized, but those Board Members who were not at the meeting may
    still agree or decline decisions effecting their own assignments.
     
    4b. POLICY COMMITTEE
    Dave Smith provided a synopsis of the last Policy Committee meeting.
     
    4c. NYSSBA ANNUAL
    Ed Magin spoke with the Board about the NYSSBA Annual

    CONVENTION
    Convention being held in Rochester in October. He encouraged
    members to attend, and to make reservations through the District
    Clerk.
     
    4d. NEGOTIATIONS
    Ed Magin reported on the last negotiations session with the North
    UPDATE
    Rose ­ Wolcott Teachers' Association.
    4e. OPEN
    Dan Starr asked Board Members to contact him with any future agenda
    items.
     
    5s. CONSTRUCTION MGMT
    Dan Starr voiced his recommendation to the Board for
    SERVICES
    Construction Management Services, which the district will utilize
    during the renovation and reconstruction of school buildings as
    approved by the voters on April 29, 2002. Christa Construction has
    several projects in the area and will be able to serve the district well
    during the time of reconstruction.
     
    5b. UPDATE ON BUDGET
    Dan Starr and Deb Stuck led a discussion of the budget transition from
    the 2002­03 to 2003­04 school year. Various budgeting goals were
    discussed and the Board agreed to allocate funds to the 2003­04 tax
    levy to reduce it from 9.9% to 6.3%. Additionally, they agreed to
    reinstate a full­time Instrumental Music teacher position at North Rose
    Elementary School. Other funds may be reinstated based on the
    outcome of the audit. More information will be forthcoming.
     
    5c. APPOINT SCHOOL
    Mark Humbert moved and William Gowan seconded the
    BUSINESS EXECUTIVE II
    following motion. The vote was unanimous. D. Bell, M. DeBadts,
    DEBORAH STUCK
    W. Gowan, M. Humbert, J. Lisanto, E. Magin, D. Smith voted yes.
     
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves the 26 week probationary appointment of Deborah L. Stuck,
    as School Business Executive II, conditional upon a criminal history
    record check according to Commissioners Regulation §80­1.11 and Part
    87, and Wayne County Civil Service regulations, at a total annual salary
    of $72,100, for the 2003­04 school year. The terms and conditions of
    employment are on file with the District Clerk, effective August 13,
    2003.
     
    6. MEETING MINUTES
    William Gowan moved and David Smith seconded the following
    motion. The vote was unanimous. D. Bell, M. DeBadts, W. Gowan, M.
    Humbert, J. Lisanto, E. Magin, D. Smith voted yes.
     
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves the Meeting Minutes of July 15, 2003.

    7d. TREASURER’S REPORT
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves the Treasurer’s Report for June 2003.
     
    7e. EXTRACLASSROOM
    Be it resolved that the Board of Education, upon recommendation of t
    ACTIVITY REPORTS
    he Superintendent of Schools and pursuant to Education Law approves
    the Extraclassroom Activity Fund Financial Reports from the High
    School, Middle School, and North Rose Elementary School for May 1 –
    June 30, 2003.
     
    7f. TAX WARRANT
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves the Tax Warrant in the amount of $7,278,337, and authorize
    the tax collector to collect such taxes.
     
    7g. ESTABLISH EMPLOYEE
    Be it resolved that the Board of Education, upon recommendation of
    BENEFIT ACCRUED
    the Superintendent of Schools and pursuant to Education
    LIABILITY FUND
    Law, approves the establishment of an Employee Benefit Accrued
     
    Liability Reserve Fund in accordance with GML 6(p) as of June 30,
    2003, to be funded as approved by the Board of Education.
     
    7h. CREATION OF 1.0 FTE
    Be it resolved that the Board of Education, upon recommendation of
    MUSIC POSITION
    the Superintendent of Schools and pursuant to Education Law,
    approves the creation of a 1.0FTE Music teacher position to commence
    in the 2003­04 school year.
     
    7i. CREATION OF .5 FTE
    Be it resolved that the Board of Education, upon recommendation of
    SPEECH THERAPIST

    J. Lisanto, E. Magin, D. Smith voted yes.
     
     
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves Executive Session at 9:50pm for the purpose of discussing
    collective bargaining issues with the North Rose ­ Wolcott Teachers'
    Association, and to discuss a specific employee discipline issue.
     
     
    Mr. Magin called for a short break. Elena LaPlaca and all guests left the
    meeting at this time. Daniel Starr served as note taker for the
    remainder of the meeting.
     
    REGULAR SESSION
    The meeting returned to Regular Session at 10:10pm.
     
    ADJOURNMENT
    William Gowan moved and Douglas Bell seconded the following
    motion. The vote was unanimous. D. Bell, M. DeBadts, W. Gowan, M.
    Humbert, J. Lisanto, E. Magin, D. Smith voted yes.
     
    Be it resolved that the Board of Education, upon recommendation of
    the Superintendent of Schools and pursuant to Education Law,
    approves the adjournment of the meeting at 10:10pm.
