1. CALL TO ORDER
Jeffrey Lisanto called the meeting to order at 7:05pm.
1a. APPROVAL OF AGENDA
Edward Magin moved and Douglas Bell seconded the following motion.
The vote was unanimous. D. Bell, S. Boerman, D. Davis, W. Gowan, M.
Humbert, J. Lisanto, E. Magin, D. Smith voted yes.
Be it resolved that the Board of Education, upon recommendation of
the Superintendent of Schools and pursuant to Education Law,
approves the agenda of May 13, 2003 with changes.
2. PRESENTATIONS
No presentations were made.
3. PUBLIC ACCESS
High School Music Teacher, Mike Witkiewitz spoke to the Board about
staff cuts, and how they affect student learning. Elementary students
will not be given the opportunity to start music lessons in 4
th
grade
next year due to staff cuts. He appealed to Board of Education to
consider restoring a Music position should the State Aid to the district
be restored.
4a. POLICY UPDATE
David Smith reported on the last Policy Committee meeting.
4b. FOUR COUNTY SBA
Reservations are due on May 28 for the annual meeting being held at
Belhurst Castle in Geneva.
5a. LETTER OF INTENT TO
Mary Humbert moved and David smith seconded the following

Be it resolved that the Board of Education, upon recommendation of
the Superintendent of Schools and pursuant to Education Law, accepts
with regret the resignation for the purpose of retirement from Ruby B.
Hughes, P. O. Box 74, So. Butler, NY 13154, effective June 28, 2003.
5b. BUDGET UPDATE
Deb Stuck led a discussion of the proposed school district budget and
the lack of a State budget. Word from Albany is that most State Aid will
be restored, but in order for the district to be able to count on the funds,
the Legislature and the Assembly most override Governor Pataki’s
expected veto. There are many factors that are still unknown, making
the Board’s decision more difficult. After a lengthy discussion, the
Board supported a decision to add $100,000 back into Technology,
with the understanding that if the additional aid does not materialize
from the State that no additional funds would be spent for Technology
purchases in the 200304 school year.

Be it resolved that the Board of Education, upon recommendation of
the Superintendent of Schools and pursuant to Education Law,
approves the amendment of the North Rose Wolcott Central School
District tentative 200304 budget, increasing it by $100,000 and the
total tentative 200304 budget is now $21,675,053.
5c. 200304 BOARD OF
Elena LaPlaca discussed with the board the proposed meeting

calendar for the 200304 school year. She asked members to

contact her with any questions. A resolution to adopt the calendar will
appear on the May 27, 2003 agenda.
Cindy Miner asked the Board to consider changing the date of the last
meeting on June. Due to excessive snow days this year, students are
required to make up one day, which extends the calendar. Conflict
arises as the Middle School 8
th
Grade Dinner /Talent Show moves to
Tuesday, June 24
th
. The Board agreed to move the meeting to
Wednesday, June 25, 2003.
Cindy Miner related her experience attending the Elenbe Performing
Arts Awards for Wayne County schools. Five North Rose Wolcott
students received awards for: Best Supporting Actress: Drama, Jill
Sherwin; Best Actress: Drama, Katie Muto; Runner Up, Jennifer Teska;
Best Actress, Musical, Runner Up: Jennifer Teska; Best Actor: Drama,
Dan Nau. The Board extended their congratulations and best wishes to
all the winners.
Cindy Miner acknowledged receiving a petition signed by 205 High
School students. The petition reflects the students’ support for the
continued employment of Paulette Ball.
Cindy Miner explained the changes to the meeting agenda. A late
addition to the agenda of the retirement of Teacher Aide Patricia Juffs
makes it possible to remove the last name from the list of terminated
Teacher Aides (agenda item 7g4). Additionally, when counting Teacher
Aide positions, Mrs. Miner mistakenly counted two positions that were
vacant. This resulted in two additional names being removed from the
list. Therefore, Michele Gigliotti, Kimberly Youngman and Laurie
Crippen will remain employed as Teacher Aides, and the resolutions to
terminate their employment have been removed from the agenda.
David Murphy gave the Board a brief overview of the 4
th
and 8
th
grade
ELA scores, which were just received from the State. Fourth grade
scores are 6 points higher than last year, and well over the level set by
State Education. Eighth grade scores are 2 points lower than last year,
but still well above State prescribed levels.

the meeting at this time. Deborah Stuck served as note taker for the

10a. SECTION 75 CIVIL
WHEREAS, Lucinda Miner, Interim Superintendent of the North
SERVICE HEARING
RoseWolcott Central School District (hereinafter referred to as
“District”) has, pursuant to Section 75 of the Civil Service Law, filed
charges of incompetence and/or misconduct against Perry Brooks, an
employee in the classified civil service of the District; and,
WHEREAS, Section 75 (2) of the New York Civil Service Law
provides for a hearing upon such charges shall be held by the officer or
body having the power to remove the person against whom such
charges are preferred, or by a deputy or other person designated by
such officer or body in writing for that purpose; and
WHEREAS, Lucinda Miner, Interim Superintendent of the District
has recommended the appointment of Garry A. Luke, of Marietta, New
York as a designated hearing officer in this matter; and
WHEREAS
,
Section 75 (3) of the Civil Service Law provides that
pending the hearing and determination of charges of incompetence
and/or misconduct, the employee against whom charges have been
preferred may be suspended without pay for a period not exceeding
thirty (30) days; and
NOW THEREFORE, LET IT BE RESOLVED, that the Board of
Education by resolution dated May 13, 2003 does receive and accept the
Charges preferred by the Interim Superintendent and; does hereby
appoint said Garry A. Luke as its designated hearing officer pursuant to
Section 75(2) of the Civil Service Law; and it directs Mr. Luke to hold a
hearing on or about June 18, 2003[or as otherwise scheduled] on the
Charges preferred by Lucinda Miner against Perry Brooks; and,
BE IT FURTHER RESOLVED, that Garry A. Luke of Marietta, New
York, is to make a record of such hearing which shall, with his
recommendations, be referred to this Board for review and decision,
and,
BE IT FURTHER RESOLVED, that the hearing officer be paid his
usual and customary fee for services rendered in this matter; and,
BE IT FURTHER RESOLVED, that this Board of Education,
pursuant to Section 75 of the Civil Service Law, subdivision 3, suspends
employee Perry Brooks for thirty (30) days without pay effective on
May 14, 2003; and

BE IT FURTHER RESOLVED, that the Board of Education directs
the Interim Superintendent of Schools, or his designee to attempt and
gain service, both with regard to the Charges as well as the written
