Greetings from Wayne Central School District. Below are some items of interest.
 
Newsletter:
 

1. Ginna Drill – The second ginna drill was conducted on May 29. The elapsed time from start to completion of the evacuation was approximately the same as earlier this year. (FE was improved by about 20 minutes – the remainder of the schools took appx. 5 minutes longer). We did find it necessary to again double up on buses. Several staff members that recently underwent training to serve as emergency drivers did report to transportation to “ride along” and experience it. In the event of a real emergency, we do feel we would have sufficient numbers of staff and buses to initiate a quick and efficient evacuation.

 

2. Administrative Retreat/Annual Board Dinner - The administrative retreat will be on July 8 at the Ginna Manor House, 8:00 – 4:00 p.m. We will be providing a light breakfast, lunch and beverages. We had planned to continue the days activities with our annual board dinner that evening honoring Don Anderson’s “retirement” from Board duty and welcoming new board member, Jo-Onna Diller. In light of Don’s wish for a more quiet departure, the board may want to consider whether or not it still wants to do a dinner.

 

3. Substitute Bus Drivers – Enclosed is my response to the substitute bus driver’s (Paul Sucher) desire to form a bargaining unit.

 

4. Capital Project – Congratulations on deciding the make-up of the construction propositions. The architects and construction mangers will be presenting some high school design options to you at the June 12th Board meeting.

 

5. PE Schedules – I met with elementary principals, Marc Blankenberg and Larry Spring on Thursday morning to begin determining what it would take to give students 120 minutes of Phys ed each week. As you saw from the sheets passed out at the Board meeting, the first thing we had to do was establish the number of classes a specials teacher would teach. Enclosed is a draft of those guidelines. I will try to provide you information each week so you will be kept abreast of the progress.

 
 

6. Ginna Pilot - Next Tuesday we will be meeting with the Town on Ontario to discuss a strategy for negotiations with Ginna. Having completed the Coke negotiations, it is time to tackle this one. If we are successful it would put us on a solid track financially, which in turn would allow us to do the academic things we need to do to increase student achievement.

 

7. Events - Below are some upcoming events. As you can see, it is a busy time of year with multiple activities on some evenings.

Dear Paul,
 
I have had an opportunity to review and further consider your memoranda dated January 25, 2002 and May 6, 2002. It appears that you are confusing employment status of substitute bus drivers with individuals that are employed on a regular continuing basis as part time employees.
 
The contract that has been recently completed with the Civil Service Employees Association does not apply to substitute bus drivers and accordingly, any adjustments in compensation for substitute bus drivers must be accomplished by a separate action of the Board of Education establishing rates of pay for driving assignments of extra trip driving. As you know, the rates for substitute drivers are normally established at the reorganization meeting in July of each year and the rates continue in effect for the next year.
 
Per Diem substitute bus drivers are deemed to be casual employees and as such, they are not entitled to be considered as regular employees who would have a legal right to organize and be represented for negotiations purposes under the Taylor Law. The definition of “public employee” as contained in section 201 of the Civil Service Law subdivision 7 (f) has been interpreted to exclude seasonal and casual positions under most circumstances. Substitute teachers and certain other substitutes have specifically been granted rights to be recognized for the purpose of collective negotiations but substitute employees that have been employed on a per diem basis have not been recognized.

POLICY COMMITTEE MEETING MINUTES

PRIOR MEETING MINUTES: Minutes of May 7, 2002 were filed as presented.
 
NEW BUSINESS: 
 
Policy 1230 – Public Comment: Mr. Triou referred question from Mr. Wyse about incorporating the amount of time allowed each speaker at school board meetings in this policy. Proposed additional text was developed for referral to Board of Education for first reading on June 12th; Mr. Switzer to prepare.
 
Policy 2330 – Executive Sessions & Policy 2510 – New Board Member Orientation: Mr. Triou noted that each of these policies relate to the role of trustees-elect in executive sessions. Potential revisions to text were discussed; feedback is also pending from the school attorney. Discussion of final proposed revisions scheduled for next committee meeting.
 
Update – Attendance Regulations Committee: Mrs. Lyke reported on recent meetings of the committee on which she is serving along with staff members and a student to develop recommendations to comply with new state regulations on attendance in class by students and awarding credit for courses. The committee hopes to have a final report by the end of June.
 
Review of New §1000 (Bylaws) – Erie #1 BOCES Policy Update Service: Committee members devoted the remainder of the meeting to detailed review of existing policies with items re-codified in the BOCES policy update in new §2000 (Internal Operations) and §3000 (Community Relations )
