Greetings from Wayne Central School District. Below are some items of interest.

Newsletter:

Walworth Apartment Taxes – We let Frank know that the resolution was passed by the Board. He was most appreciative of our quick response.

Three Boards’ Meeting - Walworth Town Board is hosting the Three Boards’ Meeting on April 22 at 7:00 p.m. in the Walworth Town Hall, 3600 Lorraine Drive. Please let me know if you have any items you would like placed on the agenda.

BOCES Vote - BOCES has set the fourth Wednesday in April as the universal date for BOCES elections and budget vote (April 28). In order to participate in the BOCES election and budget vote, we need to convene on April 28. There are three seats open on the BOCES Board and three candidates. Therefore, a vote would be perfunctory. The BOCES Administrative budget is also being voted on. Unless we, as a board, plan to vote against the budget, this too is perfunctory. As I stated last night, rather than making you go through another meeting in April for a 5 minute vote, I ask if there are 5 Board members who could meet on April 28^th sometime between 4-5 PM for a quick vote on this. Let me know if you can and I will report at Three Boards meeting.

Energy Performance Contract - This morning, I talked with Bob Grant of Atlantic Energy. He reaffirmed that should the detailed audit show that the project was not feasible there would be no cost to the district. He agreed to send me a written statement to that effect. With that we are ready to move forward with this exciting study.

Football Coach – Mr. Blankenberg has recommended Mr. David Mareans as the head football coach. Dave has been one of our Assistant Football Coaches. I concur with his choice and will be recommending him to you for appointment.

Spring Sports – Needless to say, the spring sports are behind schedule and Marc has been busy revising the schedules. Maybe winter will go away soon…..

Land Transfer – Last night we agreed not to transfer property to the Webster School rolls. I will be sending a letter this afternoon informing them of our decision.

Four County School Boards - The dues for the 2004-05 school year are $5,897.00. We have budgeted this and I think we should pay it but please let me know if you wish to have any discussion regarding Four County.

School Break- School will be closed next week. I do expect to be in and out of the office. If you can’t reach me at the office please feel free to call the house 524-2862. Happy Easter!

PRIOR MEETING MINUTES: Minutes of the meeting February 26, 2004 were reviewed and filed.

OLD BUSINESS:

(1) Continue/Complete Review – Policies that Require Annual Review: Committee members resumed annual review of the following item that was continued from the February 26^th committee meeting.

Minor clarifications were made. None of the items addressed in the annual review would result in changes of intent and the committee decided that additional review by the Board of Education is not required. Mr. Switzer will incorporate the clarifications into the overall document and share with committee members.

(2) Progress Report– Posting Policy Handbook to Web Page for Staff & Public: Mr. Switzer reported that the hyper-links to policy items from the policy index were now complete and the entire policy handbook is accessible to staff and community on the “district” portion of the web site. He noted the assistance provided by Mrs. Te Winkle of the district’s computer technology support staff on this effort.

(3) Progress Report – Posting Regulations & Exhibits to Web Page for Staff & Public: Mr. Switzer reported that the hyper-links to regulations and exhibits from the index were now complete and the regulations and exhibits are accessible to staff and community on the “district” portion of the web site. These regulations and exhibits and their numbering system remain in effect until reviewed by the committee and, if revised, by the Board of Education, thru July 1, 2004. He noted the assistance provided by Mrs. Te Winkle of the district’s computer technology support staff on this effort.

SARA RESOLUTION ELIMINATION OF THE SUNSET PROVISION :

	Councilman Maciuska offered the following resolution and moved its adoption, seconded by
Councilwoman Marini to wit:

WHEREAS, the Local Government Records Management Improvement Fund was created in 1989 to provide technical assistance and grants to establish, improve or enhance records management programs in New York’s more than 4300 local governments, and
WHEREAS, the closely related Documentary Heritage Program (DHP) for grants and technical assistance to non-governmental historical records repositories also is supported by the LGRMIF, and
WHEREAS, a sunset date for the LGRMIF was established in the original legislation to permit its operation as a five-year experiment, and
WHEREAS, the New York State Legislature in 1995 twice has extended the sunset date, most recently to December 31, 2005, and
WHEREAS, the LGRMIF has effectively supported essential advisory services and 6,300 grants totaling over $113 million to improve the management of records for over half of all NYS local governments, and
WHEREAS, the LGRMIF and the programs it supports continue to operate at a high standard of excellence and provide direct and significant benefit to local governments at no cost to the tax payers, and
WHEREAS, the Town Board of the Town of Walworth has benefited from technical assistance, training, publications and 4 grants totaling $12,561 supported by the LGRMIF, and
WHEREAS, the State Legislature created closely-related Cultural Education Fund (CEF) to support the New York State Archives, New York State Library and New York State Museum on behalf of all New Yorkers, and the Office for Public Broadcasting, and provided the CEF with an identical sunset date, and
WHEREAS, the LGRMIF and the CEF continue to be critically important in the fulfillment of the many records and information related responsibilities of the Town Board of the Town of Walworth, and to the cultural and scientific needs of the people of New York State,
NOW THEREFORE, BE IT RESOLVED that the Town Board of the Town of Walworth supports the elimination of said sunset provision in order to make the LGRMIF and the CEF permanent.

HOME OCCUPATIONS:

	Phil Williamson reported that in January of 2004, there were 78 registered Home Occupations. To date, 56 are active and 11 are closed. A certified letter will be sent to the remaining 11 requesting a response as to their status.


HIGHWAY GARAGE ADDITION:

	Mike Frederes stated that he has sent out 5 Requests for Proposals for architectural/engineering design and related services, to be submitted by April 12, 2004.


SUMMER TOWN TOPICS FLYER PAYMENT AUTHORIZED:

	Paul Russell stated that the Developer has completed the items with the exception of the lights, which
need to be replaced. Councilman Keyes expressed concern about the damage done to private property.

	Motion by Councilman Maciuska rescinding the March 18, 2004 resolution accepting
	Parkside Trail in dedication, seconded by Councilwoman Marini.

Town's standards, and create a potential public safety hazard. In addition, the correct light poles must be installed when received. If the lights have not been replaced by June 15, 2004, the Town will draw down the Letter of Credit and replace the lights; and
		BE IT FURTHER RESOLVED that dedication is subject to verification by the
Engineer for the Town and the Highway Superintendent that the items on the short list have been completed; and
		BE IT FURTHER RESOLVED that the dedication is subject to approval by
the Attorney for the Town.

		BE IT RESOLVED that Parkside Trail be accepted in dedication, excluding the storm sewer facilities, contingent upon the installation of the correct light pole at the intersection of Parkside Trail and Everwild Lane and the placement of straw bales so as to protect surface inlets from intrusion of silt and sand, all of which are to be completed to the satisfaction of the Engineer for the Town.

	Supervisor Guelli stated that a discussion regarding the intersection will be held at the Gananda Middle School at 7:00 P.M. on April 19, 2004.

ORCHARD VIEW DEVELOPMENT LETTER OF CREDIT RELEASE APPROVED:


Motion by Councilman Yale authorizing the release of $28,816.73 to the developer, from the
	Orchard View Development Letter of Credit. Seconded by Councilwoman Marini.

"3. The term of this Agreement is from January 1, 2004 to December 31, 2004, and shall be automatically renewed for a one-year term annually, each and every year thereafter. However, either party shall have a right to terminate the Agreement upon thirty (30) days written notice to the other party."

Subject: Enjoy... teachers especially

A Kindergarten teacher was observing her classroom of children while they
were drawing. She would occasionally walk around to see each child's work.
As she got to one little girl who was working diligently, she asked what he
drawing was.

The girl replied, "I'm drawing God."

The teacher paused and said, "But no one knows what God looks like."

Without missing a beat, or looking up from her drawing, the girl replied,
"They will in a minute."

A little girl was talking to her teacher about whales. The teacher said it
was physically impossible for a whale to swallow a human because even though
it was a very large mammal its throat was very small.

The little girl stated that Jonah was swallowed by a whale. Irritated, the
teacher reiterated that a whale could not swallow a human; it was physically
impossible.

The little girl said, "When I get to heaven I will ask Jonah".

The teacher asked, " What if Jonah went to hell?"

The little girl replied, "Then you ask him".

A Sunday school teacher was discussing the Ten Commandments with her five
and six year olds. After explaining the commandment to "honor" thy Father
and thy Mother, she asked, "Is there a commandment that teaches us how to
treat our brothers and sisters?" Without missing a beat one little boy the
oldest of a family) answered, "Thou shall not kill."

One day a little girl was sitting and watching her mother do the dishes at
the kitchen sink. She suddenly noticed that her mother had several strands
of white hair sticking out in contrast on her brunette head. She looked at
her mother and inquisitively asked, "Why are some of your hairs white, Mom?"

Her mother replied, "Well, every time that you do something wrong and make
me cry or unhappy, one of my hairs turns white."

The little girl thought about this revelation for a while and then said,
"Momma, how come ALL of grandma's hairs are white?"

The children had all been photographed, and the teacher was trying to
persuade them each to buy a copy of the group picture.

"Just think how nice it will be to look at it when you are all grown up and
say, 'There's Jennifer, she's a lawyer,' or 'That's Michael, He's a Doctor.'

A small voice at the back of the room rang out, "And there's the teacher,
she's dead."

A teacher was giving a lesson on the circulation of the blood. Trying to
make the matter clearer, she said, "Now, class, if I stood on my head, the
blood, as you know, would run into it, and I would turn red in the face.."
"Yes," the class said.

"Then why is it that while I am standing upright in the ordinary position
the blood doesn't run into my feet?" A little fellow shouted, "Cause your
feet ain't empty."

The children were lined up in the cafeteria of a Catholic elementary school
for lunch. At the head of the table was a large pile of apples. The nun made
a note, and posted on the apple tray: "Take only ONE. God is watching."

Moving further along the lunch line, at the other end of the table was a
large pile of chocolate chip cookies. A child had written a note, "Take all
you want. God is watching the apples. /:>
