Mr. Griswold offered a MOTION to adjourn the meeting,at 6:39 p.m., for an executive session on personnel actions pertaining to specific persons. 5 Ayes, 0 Nays, 3 Absent (Mr. Johnson, Mr. Triou, Mr. Wyse), 1 Vacancy, Carried.

VII. APPROVAL OF AGENDA & MINUTES (April 27, May 5 & 17, 2005)
Mr. Robusto presented the topic of administering the oath of office to the newly-elected school board member as an addition to the agenda. Mrs. Brunner offered a MOTION to approve the agenda for this evening’s meeting, as revised, and the minutes of the meetings of April 27 & May 5 & 17, 2005, each as presented. 5 Ayes, 0 Nays, 2 Absent (Mr. Johnson, Mr. Triou), 1 Abstention (Mr. Griswold), 1 Vacancy.
VIII. OATH OF OFFICE ADMINISTERED TO NEWLY-ELECTED TRUSTEE
Mr. Robusto asked Mr. Switzer to administer the oath of office to newly elected trustee Donald M. Davis, who assumed his school board seat upon filing same. Mr. Davis received the largest vote tally at the school election on May 17th and filled the seat of former trustee Tim Ratcliffe that by law became vacant on school election day. Trustee Jeffrey Schultz, who filled the seat by appointment since last November, will step aside until July 1st when he and incumbent Richard Johnson will join Mr. Davis in new three-year terms.

A. IX. PUBLIC COMMENT

 

Mr. Robusto stated that public comment is some of the most valuable time spent by trustees who appreciate input from speakers. While immediate responses are not always possible, follow-up will occur if needed. He asked speakers to confine their remarks to five (5) minutes. Persons wishing to speak should first be recognized by the school board president, then identify themselves, any organization they may be representing at the meeting, and the agenda topic.

 
A. Susan Brown,7518 Knickerbocker Road, Ontario, suggested that the Board of Education provide a list or state the items included on agenda enclosures at each meeting. She does not believe she should wait until after the meeting to learn such information.
 
B. Mrs. Brown, supra, stated that she is dismayed at the revision to the year-end school schedule and impression she feels it leaves about the value of instructional time.
 
C. Joseph Beck, 557 Bills Road, Macedon, a fifth grade student at Freewill Elementary School, read a statement to thank his band teacher, Michael Walker, for his support in the tuba holiday program, the International Tuba Day on May 7th and the special Echo Taps event last week on Armed Services Day along a 40-mile route between the national cemeteries in Elmira and Bath. Mr. Walker was present to acknowledge this surprise tribute. Trustees added their compliments to Mr. Walker for his efforts.
     
X. BOARD MEMBER COMMENTS
 
A. Mr. Wyse extended welcome to Mr. Davis as a member of the Board of Education.
 
B. Mr. Wyse extended thanks to Mr. Blankenberg for the volunteer appreciation award that he received from Section V.
 
C. Mrs. Lyke extended welcome to Mr. Davis as a member of the Board of Education.
 
D. Mrs. Lyke extended compliments to middle school students and staff for the recent art show and to district-wide students and staff for the art show at the annual school election.
 
E. Mr. Davis extended thanks to trustees who encouraged him to make the step as a school trustee candidate and to the residents who placed their confidence in him at the annual school election.
 
XI. BOARD PRESIDENT’S COMMENTS
  
A. Mr. Robusto extended compliments to everyone involved with the recent junior prom.
B. Mr. Robusto relayed positive comments from residents on the recent DWI danger presentation as part of pre-prom orientation and thanked all parties involved in planning and presenting the event.
 
XII. REPORT ON ACTION ITEMS BY THE SUPERINTENDENT OF SCHOOLS
 
A. Mr. Havens reported that he has provided written communications to two (2) residents who posed questions at the prior Board of Education meeting.
  
XIII. REPORTS OF THE SUPERINTENDENT OF SCHOOLS
A. UNDERGRADUATE AWARDS NIGHT
 
Mr. Havens noted that the annual undergraduate awards night program is set for Tuesday, May 31st at 7:00 p.m. in the performing arts center at the high school and invited trustees to attend.
 
B. REVIEW RESULTS OF ANNUAL SCHOOL ELECTION • May 17, 2005
 
  
Mr. Havens congratulated trustees on the approval of the proposed school budget and renewal of the school bus purchase reserve fund at the annual school election on May 17th. He reviewed the margin of approval on each proposition and the number of budget and ballot items approved in our region. He added that the local margin of approval was smaller than in prior years and the he plans to increase informational efforts for voters in future years.
Trustees expressed thanks to voters for their approval of the ballot items this year and their continued support of the school district.
Mr. Griswold asked how the total voter turnout compared to prior years. Mr. Switzer provided information.
 
C. PRESENTATION OF ACADEMIC REPORT • THIRD QUARTER • 2004-2005
 
 
Mr. Havens introduced Mr. Laurence Spring, assistant superintendent for instruction, to present the academic report for the third quarter of the 2004-2005 school year. (copy of report filed in clerk’s agenda file, this meeting)
Mr. Spring reviewed the continued success of the teacher coach for language arts and maintaining the high standards in math at 94% and 95%. He noted the excellent results of the increased emphasis on reading and writing activities in the middle school, reported in detail at the prior meeting, and reviewed the achievement levels at the high school in English, science, social studies, foreign language and math.
 
He added that the first year of the full day program for kindergarten is working well and reviewed the state requirements for passing and mastery for varied subjects and grade levels.
 
D. RESULTS OF ENGLISH-LANGUAGE ARTS TEST
 
    
Mr. Havens introduced Mrs. Cox, Mr. La Ruche, Mr. Siracuse and Mr. Armocida, principals of Freewill Elementary School, Ontario Primary School, Ontario Elementary School and Thomas C. Armstrong Middle School, respectively, to review the results of state exams in math and language arts.
They reviewed graphs that showed the achievement of students at varied grade levels and the significant improvements over the past six (6) years. They shared examples of efforts made to achieve these results by staff members.
Mr. Havens displayed graphs which showed the second place ranking of local fourth grade test scores and eighth place for eighth graders among 59 school districts in the region and complimented staff members for their fine efforts that led to these results (copy filed in clerk’s agenda file, this meeting)
Mr. Havens noted read a letter he received from former trustee Helen Hightower in congratulations to the school district for the excellent improvement and standing in test scores and her view that the excellent scores reflect a “truly educated student body, not just good test takers.”
Mr. Havens presented framed copies of the graphs that reflect the achievement levels to each of the principals and to Mr. Spring in recognition of their leadership efforts. This achievement was further acknowledged by trustees, school officials and visitors present by a round of applause.
 
E. STUDENT QUESTIONS
 
(1) J. Chamberlin, 387 Berg Road, Ontario, asked if the construction project at the high school would pose any interruptions for final exams: Mr. Havens reviewed plans in place to prevent such interruptions.
 
(2) Shawn Nagel, 1507 Ridge Road, Ontario, noted that he plans a career in teaching physical education and expressed his support for including physical education credits as a graduation requirement; Mr. Havens noted that proposed revisions to local graduation requirements do include physical education although state regulations do not at the present time.
 
(3) Melanie Godown, 3909 Orchard Street, Walworth, asked for a definition of the term “mastery” as used in the report on test scores earlier this evening; Mr. Havens provided an explanation of the term.
 
(4) Brenna Mangano, 7021 Fisher Road, Ontario, stated that she and some students have met with Mr. Havens about boosting school spirit at the high school. She asked how the school board and school administrators can help restore school spirit for the next year. Mr. Havens noted that efforts were planned in that area.
 
(5) James Johnston, 3609 High Street, Walworth, noted the impact on students of the excessive turnover in biology teachers and asked how school officials handle such issues. Mr. Havens noted that the initial departure of the teacher was not known in advance and its occurrence during the year was not typical for staff vacancies. He stated that school officials share the concern about continuity and are working to remedy the situation.
 
(6) Brenna Mangano, supra, noted that more the 50% of students withdrew from the advanced placement biology course this year.
 
(7) James Johnston, supra, asked about the status of the high school principal now on a leave of absence. Mr. Havens explained that school officials must respect the confidentiality of all parties and compared it to a private conversation a student might have with him or another school official which the student expects would not be repeated to others.
 
(8) Brenna Mangano, supra, asked if there is a future time when students would receive an explanation on the status of the high school principal; Mr. Havens stated many factors would impact that issue.

XVI. ADDITIONAL PUBLIC COMMENT
 
A. Susan Brown, supra, noted the state regulations for instructional services for students with special educational needs and asked if the Board of Education had considered providing a summer program for those students to provide support for higher passing and mastery levels on state exams as reviewed during this evening’s meeting. Mr. Havens was asked to provide information to Mrs. Brown.
 
XVII. ADDITIONAL BOARD MEMBER COMMENTS
 
A. Mrs. Brunner noted she attended the recent concert by students at Ontario Primary School at the performing arts center. She noted the exuberance of the children and their impressive presentation of a selection in German.
 
B. Mrs. Brunner stated as a senior member of the Board of Education she has shared in concerns about student achievement levels in prior years and commended the building and district staff members and leadership personnel and students and their parents for their fine efforts as reflected in the report this evening on state test results as a senior board member. She added that she is proud to serve as member of the Board of Education in this district.
 
C. Mr. Griswold stated he shared the views expressed by Mrs. Brunner and noted his satisfaction that the improvements have occurred based on emphasis for same in goals set by the Board of Education and school officials.
 
D. Mrs. Lyke stated that the use of data as presented this evening provides a clear illustration of both the needs that existed and the excellent results that have occurred.
 
E. Mrs. Brunner noted that local efforts to analyze data and plan efforts for improvement are in line with statewide standards for achievement and instruction. 
 
F. Mr. Havens noted that the students, teachers and building leaders are the personnel who “make it happen” and stated that it is wonderful to observe the fine results of their hard work.
                       
XVIII. EXECUTIVE SESSION (Personnel)

XX. ADDITIONAL BUSINESS ITEMS
A. ELENBE AWARD ANNOUNCEMENT
Cast members and their director visited the meeting to announce that the high school student musical “Beauty and the Beast” had earned overall second place and best supporting actor in the Elenbe Student Musical Awards in Newark this evening. They presented the trophy award to Mr. Havens on behalf of the cast and crew. Trustees extended congratulations to the students and their director.

In accordance with Section 103A, Article 5-A, of the New York State General Municipal Law, a legal notice was advertised in the official school newspapers inviting the submission of sealed bids for Operation and Maintenance Floor Scrubber.
 
Sealed bids were received and opened publicly on Thursday, May 12, 2005, at
1:00 p.m. at the district administrative offices.
 
The district specified an Advance Advenger Model 3210D. The two lowest bidders bid alternate models. I am recommending rejecting the low bid from Corr Distributors for two reasons:
 
1.  The tank that holds the cleaning solution is prone to collapse.
2.  Their model (Tomcat 250-17TD) had trouble climbing our ramped hallways and left streaks on the floor.
 
Therefore, I recommend the district reject the low bid of Corr Distributors and award the bid to Hill Markers in the amount of $9,869.00, as the lowest responsible bidder meeting bid specifications.

Students
 
GRADUATION REQUIREMENTS 
 

1.   Community Service- As part of meeting the competencies in Commencement Outcome #1: Citizen , all students will participate in a meaningful, community based, learning experience before graduation. Twenty (20) hours of community service will be completed by the end of their senior year. A minimum of five (5) hours will be completed each year; however, students may finish the requirement early.
 
Students will choose from a list, approved by the building principal, of places to volunteer, work as a class or, with approval of the building principal, they may choose their own sites. Each school year, the high school administration will provide a list of approved sites to the superintendent of schools. The approve list will also appear on the district website and in the community service booklet.
 
Content: Content will vary depending on the site. The community service goal is to have students making meaningful connections and enrich the lives of others through unpaid service. The service should benefit individuals, public organizations or the community.
 
Certification: The advisory teacher will certify community service with final sign off from the building principal.
 
2.   Parenting & Personal Finance Courses – As part of New York State requirements, all students must complete a course in parenting and personal finance. This two-part program meets that requirement as well as providing students skills in Commencement Outcome #5: Consumer and Commencement Outcome #7: Parent & Family Member .
 
Content: The parenting course will minimally include roles and responsibilities of parenting, growth and development, and healthy family systems. The personal finance/managing your money course will include banking, budgeting, insurance and retirement, saving and investing, credit, taxes, the job process and consumer rights and protection
 
Certification: A passing grade of 65% will signify that this requirement has been met.
 
3.   Co-curricular Participation- All students will participate in at least one (1) semester of a club or one (1) sport by the conclusion of their senior year. This component will help students achieve the competencies in Commencement Outcome #4: Leader . The high school administration will certify that the student has met his or her co-curricular participation requirement.
 
Content: Sports team content will vary. Clubs will be student run, teach leadership skills and Robert’s Rules of Order, and have a community service component.
 
Certification: The building principal will certify that students have satisfied the requirement through club participation. The director of athletics will certify student participation in a sport.

4.   Internship- All students will complete a forty (40) hour internship between the end of their sophomore year and January of their senior year. The internship is a culminating activity providing students more in-depth experience in an area in which they may wish to pursue a career. This helps achieve the skills needed for Commencement Outcome #2: Worker/Wage Earner/Business Owner . Students enrolled in the technical career center or the new visions programs may count those programs as their internship experience.
 
Content: The assistant superintendent for instruction will approve specific competencies for the internship.
 
Certification: The building principal will certify that the internship has been successfully completed.
 
5.   Technology Application – Each student will master skills in the Microsoft Office Suite or similar business standard products. Students who can demonstrate competency in the skills may take an opt-out exam in place of the course. This program is designed to meet the competencies in Commencement Outcome #2: Worker/Wage Earner/Business Owner .
 
Content: Word processing, spreadsheet, publishing, presentation, web page design
 
Certification: A passing grade of 65% will signify that this requirement has been met.
 
6.   Commencement Portfolio Project - As the culminating activity, all students will complete a commencement portfolio during their senior year
 
Content: The portfolio will include at least:
(a)  Transcript
(b)  Resume
(c)  Cover Letter
(d)  Interest Inventory
(e)  Record Of Community Service And/Or Leadership
(f)  Participation In Co-Curricular Activity

For each student’s exhibition, he or she must select a person from the business community or someone knowledgeable in their interest field and another person of their choice, not a parent or guardian, to be part of the assessment panel.
 
Certification: The student’s advisory teacher will certify the commencement portfolio has been successfully completed. The senior project research paper will be included in the English 12 course and graded by the English 12 teacher. The advisory teacher will certify the project is completed at a distinction, mastery or not mastery level. A distinction or mastery level is required for graduation.

Non-Instructional Business Operations
 

Transportation By School Busses of Persons Other Than Students

 

Use of school busses is reserved for the transportation of students to and from school or school activities.
 
The superintendent of schools is authorized to approve transportation of residents to and from school on an emergency basis.
 
In granting such a request, he or she must consider at least the following criteria:
 
(1)   There must be a bus route in existence at the time
(2)   The request must be for a limited period of time or and emergency situation
(3)   The request must be made in writing to the superintendent of schools
(4)   The needs and the safety of the students must always take precedence over adults
 
  
The superintendent of schools will consult the transportation manager prior to making a decision.
 



The decision of the superintendent of schools is final.
