Greetings from Wayne Central School District. Below are some items of interest.
 
Newsletter:
 

1. Legislative Update: Again things will change, but….. The Legislative budget passed this week would restore a substantial amount of aid to Wayne if it remains in place. We now have the Governor’s budget and the legislature’s budget, with two very different educational packages. The Governor has threatened to veto this “unbalanced budget”. He certainly has declared war against Bruno as well as Silver. If the legislature is able to persevere, this would be great news for our programs and our taxpayers. The delay in the budget vote passed last week gives us until May 13th to make any budget changes. What none of us know is whether any resolution to the issue will be forthcoming by that date. Also keep in mind that the aid numbers being shown are estimates only. Until our October 1st 2003 BEDs numbers are compiled we won’t know our actual figures. I encourage you to contact our legislature and thank them for their efforts.

2. Revised Budget Calendar: Yesterday Mr. Atseff, Mr. Switzer and I sat down to translate the New State voting law into a timeline for our district. I have attached that timeline for your review. I recommend we delay our budget hearing until May 21st in hopes we have some definite information about a budget. That means we would have Board meetings two weeks in a row. We would cancel our May 28th meeting. We will be able to place all four of our revised legal notices in the paper. They will appear 5/5, 5/12, 5/19/ 5/26. Please review this tentative calendar. If you see any mistakes please let me know ASAP.
3. “What Do we do with the Money?”: I am hesitant to even begin a discussion about what to do with increased aid since it is unclear what if any we will get. However based on our best estimates this would be the change in State aid if all of the Legislature’s budget was sustained:

Because these revenues will have much uncertainty right up the October 1st BEDs day I believe we should consider using 1/3 to reduce taxes, 1/3 to restore programs and keep1/3 until we see what our aid really is come BEDs day and until we are certain we won’t have another mid-year cut. Please remember these figures are not our new aid. They are only a projection based on 2 of the three people who decide (Bruno and Silver). The column on the left represents Pataki’s Budget.
 

4. State Aid Payments: It does appear that the State will delay our May State aid payment. We are OK for now but if it is a long delay or if they also delay the next payment we may need to use the borrowing authorization you approved last month. We will try hard not to do this as it will cost us money, but we have to be able to meet payroll which is about $756,000 every two weeks.

Today, April 29, 2003 the legislature enacted Assembly Bill 8023, which takes effect immediately. I have attached a copy of the bill to this message. With this action the following changes have occurred regarding the 2003 school budget vote:

 

►   This bill adjourns the annual district meeting and election of every common, union free, central and central high school district and the annual meeting of every city school district in a city with a population of less than 125,000 inhabitants that is scheduled to be held on May 20, 2003 to June 3, 2003.
 
►   This bill directs the trustees or board of education to provide notice of the change of date for the annual district meeting and budget hearing to the qualified voters of the district.
 
►   This bill also allows for the property tax report card to be submitted to the State Education Department no later than May 14, 2003 and the State Education Department is required to post the information electronically by May 27, 2003.
 
Given this change, you must provide notice to your qualified voters as soon as is practicable. We are aware that, while you should still be able to publish the required budget notice four times, you will not be able to meet the requirements for publication 45 days in advance of the annual meeting. You should note that section 2010 of Education Law provides:
 
The proceedings of no district meeting, annual or special, shall be held illegal for want of a due notice to all the persons qualified to vote thereat, unless it shall appear that the omission to give such notice was willful and fraudulent.

POLICY COMMITTEE MEETING MINUTES

PRIOR MEETING MINUTES: Minutes of the meeting of March 6, 2003 were reviewed and filed.
 
OLD BUSINESS:   
 
Update: Comprehensive Attendance Policy Review Committee: Ms. Young and Mr. Shaffer were present to review the latest revisions to the proposed revisions and additions to student attendance policies by the staff/student/parent committee. They replace existing 5100-1-R (high school) and 5100-2-R (middle school) and include new policy for Grades K to 5.

Following review, the committee approved presentation of the three policies to the Board of Education for first reading at the March 26th business meeting. Mr. Switzer will work with Ms. Young and Mr. Shaffer on final details.
 
The committee thanked Ms. Young and Mr. Shaffer and their committees for their hard work. The committee will make its formal report to the Board of Education on March 26th.

 

Erie #1 BOCES Policy Update Progress: Committee members reviewed progress on editing of the final draft of policy revisions from the Erie #1 Policy Service. Mr. Switzer was designated to complete format, style, syntax and continuity review of this draft and work with Erie #1 staff as needed.
 
The committee discussed noted that the proposed policies on student attendance will be included with the revisions to this final draft when returned to Erie #1 Policy Review Service.
 
Timeline – Policy Review: Dates on the timeline for revisions and production of the final handbook were reviewed. Based on staffing changes at Erie #1 Policy Review Service, committee members decided to have changes made by Mr. Switzer to the draft document and transmit them electronically to the policy review staff. Final review of the handbook with the Board of Education in May and production for adoption at the July, 2003 organizational meeting is still planned.
 
NEW BUSINESS:

 
Regulation 4311.1R – Display of the American Flag: Mr. Triou reviewed contents of this regulation as it relates to placement of indoor flags in classrooms and larger assembly areas. Adjustments will be made in such as where necessary to comply with this regulation.
 
Policy Topic – Religious Freedom: Mr. Triou noted recent commentary in the On Board news magazine from NYS School Boards Association on this topic for clarification of local policies. Mr. Switzer noted the policy topic for April, 2003 from the Erie #1 policy services is school prayer.

Revisions to Policy 5300.5 – Code of Conduct - Interscholastic Athletics & Extra-Curricular Activities: A copy of proposed revisions to Section II – Academic Standards, was shared with the copy from Mr. Blankenberg, director of athletics and physical education, by Ms. Young. The staff committee conducting review of the Code of Conduct has developed this preliminary list and Mr. Blankenberg will provide clarifications at a policy meeting in April, 2003. The committee decided to present final proposed revisions in the new policy materials in May; new policy section is 7310.

Dear Carla,
 
Thank you for taking the time last week to come to the Board of education meeting. I have reviewed the MST interdisciplinary research report requirements as well as Jamie’s report. Let me first say that Jamie did an outstanding job in writing her report. Not only was it well written from an English standpoint, I also found it extremely enlightening and entertaining. You should be very proud of her.
 
Regarding the scope of the MST interdisciplinary project, this was our first year attempting such a project. We will make modifications to the project from what we learned this year. It does appear to be rather involved for an eighth grade student, yet when I look at the quality of the work that Jamie was able to produce, I can’t help but be proud of her accomplishment. Our Assistant Superintendent, Larry Spring has met with Mr. Roods to review the scope and content of the assignment. As I stated last Wednesday, Mr. Roods is one of our finest teachers and is able to motivate children to achieve better results than even they think possible.
 
The one thing I request is that if you have any further issues regarding Wayne Central teachers, you first attempt to work out a solution with that teacher before coming to the administration or the Board of Education. Mr. Roods was disappointed that you had not talked to him about your concern regarding the MST project. Generally issues can be resolved most effectively if the parent begins by meeting with the individual teacher.
 
Again, thank you for bringing this to my attention. I hope that Jamie has a successful remainder of the year.

Dear Mary Ann,
 
Thank you for your letter of April 17 discussing the Primary Mental Health Project. Also thank you for taking the time to come to our recent Board meeting in order to inform the board of the program’s importance.
 
This budget year has been a very difficult one for all the schools in New York State. The decision to reduce any programs was not popular with either your administration or the Board of Education. We do view Primary project as helpful to many of our at risk students. I also value the job you have done personally both as child associate in the program and as an active school supporter in the community.
 
I do not know what the future will bring the district and so do not want to make any promises to you about the program in the future. I do want you to know that we value you as a member of the Wayne family and would like you to continue as an aide in our district. You may find other jobs here at Wayne Central working with our children that are also very rewarding.
 
Again thank you for coming to the Board meeting and for sending me a very well thought out letter.
