    The May 14, 2003 Board of Education Meeting was called to order at 7:30 p.m. by President Richard
    Jordan. Under the consent agenda the following substitute teachers were approved:

    Under Reports to the Board, the 3
    rd
    quarter Academic Achievement Report was discussed. Several areas
    of concern were noted. Most important of these was the percentage of students who received failing
    grades even though they were receiving Academic Achievement Services (AIS). Also of concern to the
    Board was the number of students who were failing at least one class and the fluctuations in the failure
    rates among grade levels. A review of root causes for these failure rates and fluctuation rates is
    underway. Noteworthy accomplishments in academic achievement were also noted. This included the
    number of students who are on honor or merit roll, high passing rate in Language Arts and also Foreign
    Languages. These extensive Academic Achievement Reports have provided a useful tool to examine
    student success, progress and effectiveness of AIS programming.
     
    A number of CSE Cases were passed and the Treasurer’s Report reviewed. Also, the Board reviewed
    the budget that had been amended the previous evening. Using the Legislative budget figures, the Board
    increased the State Aid projection and the 2003­04 budget total. An additional $70,000 was added to the
    instructional area of the budget. On the revenue side, the additional amount added to the State Aid
    figures resulted in the proposed tax rate for Williamson being lowered to 6.1% from a previous 8.6%.
