PUBLIC USE OF SCHOOL FACILITIES
 

As a service to the community, the Board of Education authorizes the use of school facilities in accordance with §414 of the Education Law by responsible community groups based in the Wayne Central School District. School activities shall take precedence over all other uses. The school district reserves the right to revoke authorization for use of facilities at any time. Coordination among activities and municipal recreation programs is encouraged.

PERMITTED USES
 

School district facilities may be used for the purposes listed below, subject to the conditions and restrictions set forth in this policy.
 
(1)  Instruction in an branch of education, learning or the arts,
(2)  Social, civic and recreational meetings and entertainments and other uses pertaining to the welfare of the community so long as such uses are non-exclusive and open to the general public,
(3)  Meetings, entertainments and occasions where admission fees are charged when the proceeds thereof are to be spent for an educational ore charitable purpose. The Board of Education reserves the right to require an accounting of proceeds form any approved activity,
(4)  Polling places for primary elections, general election, for registration of voters and for holding political meetings,
(5)  Civic forums and community centers,
(6)  Recreation, physical training and athletics,
(7)  Child care programs when school is not in session,
(8)  Graduation exercises for non-public pre-schools, non-public elementary and non-public secondary schools providing no religious service is performed

Uses noted below are allowed only when certain conditions are met:
 
(1)  Use of school buildings and facilities by an organization operated for private gain or any purpose involving private gain will be permitted only when all of the following conditions are met:
·   use is sponsored by some organization not operated for private gain
·   use will benefit principally the sponsoring organization
·   use will serve a worthy educational, civic, charitable or recreational purpose

Meetings sponsored by political organizations are permitted only when authorized by the voters of the school district.

PROHIBITED USES
 

The following uses of school buildings and facilities are specifically prohibited:
 
(1)  Use by any outside organization or group to conduct religious services or religious instruction
(2)  Meetings, entertainments or occasions that are under the exclusive control and the proceeds are to be applied for the benefit of:
 
·   A society, association or organization of a religious sect or denomination,
·   A fraternal, secret or exclusive society or organization other than organizations of veterans, volunteer firefighters or volunteer ambulance workers
 
Applications for use of school facilities and procedures for such use are specified in this policy handbook.
 
Fees, payable to the school district, are charged when it becomes necessary to assign school personnel to an event. Town of Ontario and Town of Walworth Recreation Department activities may be authorized without a fee.
 
The Superintendent of Schools or his/her designee is authorized to approve requests for and establish regulations for use of school facilities.
