ADMISSION OF FOREIGN EXCHANGE STUDENTS REGULATION
The Superintendent or his/her designee reserves the right to deny admission to any foreign exchange student not meeting all the requirements set forth in policy 5152.1 and this regulation.
In order to furnish a letter of approval to a foreign exchange student program for the acceptance of a student, the following regulations apply:
1. Only foreign exchange students at least 15 years of age and less than 19 years of age at the time of admission will be accepted.
2. A foreign exchange student must have demonstrated in his/her home school a level of scholastic achievement to indicate the possibility of success in the high school. His/her records and credentials, including English translation, indicating all academic institutions attended, courses studied and grades received in secondary school, must be available to school officials no less than three weeks prior to the departure from the student's home or by June 15 for admission the following September. The principal shall use this information to assess the student's level of academic proficiency. The foreign exchange student must possess a level of academic proficiency which will permit him/her to be successful in his/her course of study in the high school.
3. Proficiency in the English language is preferred. If a foreign exchange student is placed in the district and the district determines that the student is deficient in English language proficiency, the sponsoring program will do one of the following, according to the decision of the district:
(a) Terminate the student's placement
(b) Provide, and pay for, tutorial help until the student reaches proficiency, as determined by the district
4. Any organization meeting the requirements set forth in policy 5152.1 wishing to place a foreign exchange student in the Wayne Central High School must have a local coordinator. Such coordinator must reside within 50 miles of the High School and must be available to assist with problems on short notice.
(a) The sponsoring organization must submit an annual application for approval to the Wayne Central High School Principal not later than June 30 for consideration for the following school year.
(b) The local coordinator and the host family must meet with the High School Principal not later than July 31, before permission is given by the school district to enroll a student in the Wayne Central High School.
5. (a) A maximum of four (4) foreign exchange students may be accepted in a given school year. One of the available openings shall be reserved for a student sponsored by Rotary International; a second opening shall be reserved for a student sponsored by AYUSA.

(b) The remaining two openings will be available on a “first-come, first-served” basis for sponsoring organizations who meet the requirements set forth in policy 5152.1 and these regulations.
(c) The local coordinators of the Rotary International and AYUSA foreign exchange student programs should notify the High School Principal at least by June 30 if they do not intend to use their reserved opening for the following school year.
(d) In the event Rotary International and/or AYUSA do not use their reserved opening(s), the opening(s) may be available to other sponsoring organizations who meet the requirements set forth in policy 5152.1 and these regulations. These openings will be available on a “first-come, first-served” basis.
6. All international foreign exchange student applications will be reviewed by the Building Principal. After the review, a recommendation for the approval or rejection of the application will be submitted to the Superintendent.
7. The foreign exchange student must be in good health and provide a current immunization record which meets New York State immunization requirements.
8. Verification of health and accident insurance with a minimum limit of $15,000 will be accepted.
9. The foreign exchange student must enroll for a full course of study, on a full-time basis.
10. The sponsoring program will be responsible for paying the cost of any remedial instructional services needed by the foreign exchange student during his/her enrollment.
11. The foreign exchange student must promise to conform to established standards of acceptable behavior and conform to the rules and regulations of the High School.
12. The district will provide no financial assistance to foreign exchange students.
13. The foreign exchange students and/or their host family(ies) will be fully responsible for any and all school fees and expenses.
14. The foreign exchange student must reside with a host family whose place of legal residence is within the Wayne Central School District
Any letter of acceptance furnished to a foreign student program will state that tuition will be waived, unless the Board determines otherwise.

Registration; Graduation
1. The foreign exchange student must present himself/herself for registration prior to the first day of classes for the current semester.
2. At the time of registration the foreign exchange student will be provided a form, to be signed by him/ her, the host family, and a representative of the sponsoring organization, indicating compliance with the conditions stated in policy 5152.1 and these regulations.
3. The foreign exchange student may be granted a certificate upon completion of an approved course of study. Foreign exchange students may be allowed to participate in commencement exercises, as appropriate.
Termination of Progress
A foreign exchange student’s participation may be terminated at any time by the Superintendent for failure to abide by established guidelines, including:
1. Failure of two or more courses of study (without sufficient effort);
2. Failure to conform to established rules and regulations;
3. Failure to conform to the regulations established by the sponsoring organization; and/or
4. Excessive absences.
Revocation or Suspension of Sponsoring Organization:
Should the guarantee or documentation provided by a sponsoring organization prove invalid, further acceptance of foreign exchange students from that organization will be dependent upon proof of compliance with district policy.
