Keyboard shortcuts for international characters

To change keyboard on windows XP:
Go to start
Double click on control panel,
Double click on Regional and Language options
Click on the tab labeled languages.
Click on details, (keep the default language on English)
Click on add (under installed services),
Click on Keyboard layout/IME.
Go to the dropdown box and choose United States International,
Click Okay.
Make sure that United States International is highlighted and click okay
If you want to keep the keyboard on international, you can just type normally, but you just need to space after hitting the aspostrophe or accent grave key.
Now, you should be able to type accents marks as follows.
Accent aigu ‘--type the apostrophe and then the e é
Accent grave`--type the accent grave `and the vowel—a,u, or e à, u` or è
Accent circumflex ô—shift, ^ and the vowel
Accent tréma ¨, hold down ctrl, alt and the vowel Accent çedille ç- hold down ctrl, alt and hit the comma
Accent œ—hold down ctrl, shift and &, then hit o
